Plymouth Community Homes has clear and effective governance arrangements to ensure that our organisation is well run, we manage our resources effectively and we minimise risk.
Our Board is responsible for setting our strategic direction, has overall responsibility for our financial strength and our service performance, whilst ensuring that PCH achieves high standards and value for money. Its members bring a broad range of skills and experience with them. These include housing, finance, customer service, equality and risk management. Our Board meets at least six times a year and we publish minutes of the Board meetings, and summaries of all other Boards and Committees. Our Annual General Meeting is held each September.
The Board is supported by the Executive Management Team, led by the Chief Executive, John Clark. They are responsible for day to day management, planning, and delivering all activities undertaken by PCH.
The PCH Board is also supported by three committees – Customer Focus, Audit & Risk and Development.
PCH has two subsidiaries, each with its own Board of Directors reporting to the Main Group Board. These are PCH Energy Ltd and PCH Regeneration Ltd.

PCH recognises excellence in governance as a priority to its continuing success. We are committed to maintaining the highest standards of governance, accountability and probity and have adopted the National Housing Federation Code of Governance. We regularly assess compliance with these standards and report the outcomes in our Annual Report.
The Government’s Regulator of Social Housing regulates social housing and we comply with their regulatory standards.
The concept of co-regulation was introduced in April 2010 by the Regulator of Social Housing. It is the principle that underpins their regulatory approach. So while there are regulatory standards to be met, the emphasis now is on ‘self regulation’. This means landlords keep a check on themselves (self-regulate) in a transparent manner and are also held to account by their tenants through strong tenant involvement and tenant scrutiny.
PCH residents can get involved with co-regulation by becoming a member of the Resident Scrutiny Team or other involvement activities. The Resident Scrutiny Team links into the governance structure via the Customer Focus Committee.
Tenant Board Members
Our Tenant Board Members bring a residents’ perspective on how PCH delivers its services to our customers. This is one of the many reasons that we keep space on the Board for our tenants.
