Guidance on displaying flags in our communities

We know that flying a flag can be a special way to celebrate, show support, or express your identity. We recognise that flags of all types can evoke strong emotions and differing views.

We strive to be a respectful and welcoming landlord, and we would urge everyone to be considerate and respectful of the impact any displays may have on everyone in our community.

We want our communities to feel welcome and inclusive, and residents are welcome to display flags on their own property.

To make sure flags are displayed in a way that feels safe and respectful for everyone, here are some things to keep in mind:

Things to remember

  • Respect others: Flags, including the flags of our country or any country, can be flown from PCH homes. We will not tolerate written messages or imagery that would be considered inflammatory and encourage hate crime. If this occurs, we will ask you to remove them.
  • Respect shared spaces: Your tenancy agreement asks that outdoor areas are kept tidy and welcoming. Flags in your own home or garden are usually fine; however, we can’t allow flags in shared spaces (like lounges, stairwells or balconies) unless we have given consent.  
  • Safety: For health and safety reasons, we can’t approve permanent flagpoles. Please also make sure flags don’t block views, pathways, or create fire risks. If you’re not sure, we’re happy to give advice.
  • Street furniture: Please don’t attach flags to lampposts, benches, or other external structures.
  • We’re here to help: Thinking about putting up a flag? If it means adding fixtures, poles, or attaching something to your property, please get in touch with us first. We’ll look at each request individually and do our best to support you while keeping everyone safe.

If you are concerned about a flag in your community

We want all our communities to feel welcoming and inclusive. If we receive a complaint about a flag, we’ll look into it fairly and speak with everyone involved. If we do ask for a flag to be moved or removed, we’ll expect this to be done quickly so the issue can be resolved smoothly.
