Plymouth Community Homes (PCH) has launched a new Business Plan that will see £1.2 billion invested in homes, communities and services across Plymouth and the wider South West over the next decade.
The plan sets out PCH's ambitious vision for the next 10 years, including significant investment in existing homes, delivering new affordable homes, supporting thriving communities and a continued focus on providing high-quality services for residents.
Under the plan, PCH aims to grow the number of homes it manages to up to 25,000 across the South West, deliver 1,500 new affordable homes over the next five years alone and ensure all homes achieve a minimum EPC C rating by 2030.
The plan is backed by both the £1.2bn investment in homes and communities, and an additional £250 million secured through PCH's selection as a Strategic Partner in Homes England's Social and Affordable Homes Programme 2026-2036. This funding will help accelerate the delivery of high-quality affordable homes in areas of greatest need, supporting PCH's ambition to tackle the housing crisis across the South West.
Over the next decade, the organisation also expects to generate more than £500 million of social value for communities across Devon and Cornwall through investment in homes, services and local neighbourhoods.

Built around four strategic themes, Your Services, Your Home, Our People and Our Impact, the new business plan places residents at the centre of everything PCH does.
It also includes a stronger focus on resident experience and influence. Key commitments include achieving customer satisfaction levels of 85-90%, ensuring services are shaped by resident feedback and making all core services available online by 2036.
Alongside investment in homes and services, PCH has committed to becoming an employer of choice, creating a workplace where people feel valued and empowered to make a meaningful difference, while continuing to strengthen diversity, inclusion and staff engagement.
The plan also commits to supporting more than 2,000 residents into employment, building new partnerships across the region and helping unlock future investment in homes and communities throughout the South West.
